PROGRESS UPDATE
A goal of oemal on their 101 Things in 1001 Days list with a status of Done.
It turned out this was a sensitivity to a product I was using (possibly from lavender). I switched products and this problem went away! I'm hesitant to mark it complete before the hot, hot summer, but it sure seems to have gone away.
